My iPad's touch screen was broken about 1 year ago. I've dropped bottle on the screen and now the touch screen not working. I've sent it to service but the service hadn't repaired it, but the iPad is still working without touch.
Is it possible to control the iPad from my PC? if it's possible, I'd like to install an app called Duet Display to use my iPad as a second monitor.
There is an app called Air Display that will allow you to do this. It also recently got retina display support for the new iPad.

MacRumors and 9to5mac.com discussed the upcoming retnia support update coming soon last week. They issued a press release of some sort last week, many blogs covered this upcoming feature. They also covered this on their blog and how it will work.

Having just googled, I can't find a definitive answer to your question.
However, intuitively, I'd say that I can't see any way that, with a finger, you could select a point with accuracy anywhere close to 264 pixels per inch (see the Display section of the iPad technical specs).
And none of the Stylus reviews I've seen (such as this recent one from The Verge) suggest that any available styluses/stylii can reach a significantly greater accuracy than a finger - presumably because of the capacitive nature of the display: see e.g. this from Wikipedia
Capacitive touchscreens are more expensive to manufacture and offer a significantly lesser degree of accuracy than resistive touchscreens.

My iPad Mini has the similar broken screen, why not go to the third party service to change a new screen, which works well.
You can transfer files between iPad and computer, however it can't work as the second monitor.
