I'm not aware of any software the directly captures the video from the camera, but like others have suggested you can capture the screen, which also works when the camera app is open, thus getting the camera video. After doing some research, it seems that you can record the screen right through Screenflow. Check out more about Screenflow screen recording here.
The next option, which is free, is to use the built in QuickTime application to record the screen of the iPhone. This can be done by
- Open QuickTime
- File -> New Movie Recording
- Next to the record button, click the down arrow to the right
- Select iPad Mini
- Open the camera app and press record in QuickTime
The downside to these two options are that you won't get the native resolution from the camera, instead it is being downscaled to fit the screen size. For both Screenflow and QuickTime, you must plug in your phone, but this will provide better quality screen recording than doing it over WiFi. Best of luck!

Within a particular Hangout, you can know click on the Settings button at the top
and change your audio and video settings.
This allows you to switch between the laptop's camera and the display's camera.

By clicking on Options in the Hangouts app in Chrome:

which didn't take me very far. So you can click on Gmail > Chat list > Chat settings:
Or go to Gmail > Settings > Chat [Note: this only worked for me (on Chrome) if I didn't have the new Hangouts list in Gmail, but rather the "old chat" interface. With the new Hangouts list, I'm still not sure how to go about it since the Chat options seems limited to "Chat on" or "Chat off".]
In any case, both of Gmail > Chat list > Chat settings and Gmail > Settings > Chat take you to the same place, where you can select which camera to use.

To adjust the refresh rate and resolution of the selfie camera, you also have to adjust the video recording options of the main shooter too. Apple does not let you change the settings independently of one another.
Go to: Settings>Camera>Record Video> “1080p at 60FPS” or “1080p at 30FPS”.
You should see the results immediately in the viewfinder.
