Having recently updated to ios 13 the app labels are now black, along with the lock screen clock, date, etc. How does one change the color back to white? I have tried toggling between dark./light theme and searching settings, but to no avail.

Create a black image in your favorite image editor (even Paint will do if you're on Windows), save it as a jpeg, and e-mail or sync it to the phone. Then set that image as the background.
Since you're making it all black, I doubt the resolution is going to matter much, but you can always use 960 x 640 to use the iPhone 4's standard resolution.

Without knowing more details, I cannot know this for certain, but it seems likely that your father's wife is receiving iMessages sent to him, but not SMS text messages. This is the designed behavior – iMessages are delivered to an Apple ID, and if they share an Apple ID, iMessages will go to both of them. The solution is for them to not share an Apple ID.
That said, one can set up a different Apple ID for Messages but keep the same Apple ID for the App store, iTunes, etc. This would alloow them to share purchases, but keep their messages separate from each other.
You can also go into Settings > Messages > Send & Receive and un-check mark the email address that is associated with both of their phones (and Apple IDs). There is a good chance that will also fix your problem.

Apparently the color is chosen based on the color of background image, i.e. dark bg = white text, light bg = black text.
