Open Settings and go to Store. From there, choose Sign Out if you're already signed in and then sign back in again. If you were not signed in, sign in now. Now check the App Store. If necessary, restart the device.
As of at least iOS 8 you can change the order of languages in Settings > General > Language and Region under the heading Preferred Language Order.

Tap on edit on the top right of the screen:
Then tap on the minus sign that will appear to the left of each language you want to remove
You can also rearrange the languages by dragging them; that will change the language in which apps and websites present themselves -as it says underneath:
