IOS – Pages File edited on iPhone and synced with iCloud on OS X EL Capitan, Getting dotted cloud icon

I have a file that I uploaded from pages app on my iPhone IOS 9.2.1 and synced with iCloud , but on my mac I see this file with dotted cloud icon and not the latest changes to this file.
How can I make it sync ?

In general, a dotted-lined iCloud icon means that it is waiting to be uploaded.
In order to force the sync, you can try to open the document that you are trying to upload, make whatever modification to the file (even just a point or a comma somewhere) and then save. In this way, you should make the file sync.
A dotted-lined iCloud icon means that it is waiting to be uploaded (or it is currently uploading). Although this KB article applies to iTunes Match, it might help you understand this icon better: http://support.apple.com/kb/TS4124
As for Byword's syncing issues, if it is not finished uploading, it won't be accessible by your iPhone. Are the subsequent documents also plain-text? This Byword support FAQ says that Byword's iOS app currently does not support RTF files (rich-text).
If you wish to listed to your MP3s in the Apple's built in Music app for iOS, syncing via iTunes on desktop is your only resort.
If you subscribe to the paid Apple Music service, you can turn on iCloud Music Library and get your MP3s in your iPhone without syncing it with iTunes on desktop. (However, from your MP3 collection, only the songs matching with the ones available in iTunes Store will be made available).
