If I'm using the device, I'd like to see banner notifications from other apps.
When I unlock it, I don't want a swarm of banner notifications bothering me and hindering my ability to use the top of whatever app I'm using. I'd rather just check the notification center at my leisure.
EDIT: But I still want the rest of the device to operate as per usual; in particular, I don't want to turn on Do Not Disturb b/c I want to be disturbed by whatever else I've set to disturb me.
Is this possible?
(Since the accepted answer for this question is outdated and the actual answer is buried as a comment, I’m providing a better answer for all future people with this question, in hopes that it will become more visible.)
The default behavior for the Do Not Disturb feature is stopping notifications while the screen is locked, so that your iPad/iPhone won’t keep buzzing in your pocket/backpack/desk while you’re trying to concentrate on something else.
That’s good, but not what we want. We want to stop notifications while we’re using the device.
Well, at least since iOS 12 there’s an additional setting within Settings > Do Not Disturb that you can turn on, here:
All you need to do is change the “Silence” option to “Always” in this screen. It will keep any and all notifications away from your screen as you write, read, present content to others, play a game, etc.
Although I never usually have any luck finding them, I used MacWorld's guide, "How to find hidden preference settings", and I was able to find the hidden preference:
defaults write com.apple.notificationcenterui bannerTime <SECONDS>
Type the above into Terminal, replacing <seconds> with the number of seconds you want the banner to last for, and press return. Then, log out and log back in to reload Notification Center.

Yes it is possible. Turn on Do Not Disturb when you are in your phone.
Or just turn off notifications
