I currently have to use my iPod to listen to music in the car for free.
I wondered if iPhone works like an offline iPod?
Is there a way use home sharing and play musuic without streaming it (data use) with an iPhone?

Two software options (for both Mac and Windows). Both turn your work computer into an Airplay destination, so you can stream audio directly from your iPhone to your computer. This lets you play music from your iPhone without worrying about syncing, copying songs, etc.
On the Mac, there's the open source app called Airmac. And on Windows, you can try the application Shairport. Both do the same thing, and turn your computer into an Airplay destination.
Once you have turned on one of these apps, start playing a song from your iPhone. If everything is on the same network, you should see the Airplay icon (shown here in the lower right, the rectangle + triangle). Tap that, you should see your computer listed, tap that, and then your phone will stream the iTunes audio to your computer.
If your iPad is a 3G/Wi-Fi model, then you could conceivably do this through the music app. The reason for the need for 3G is that in order to connect these devices there must be some sort of network present.
That being said, this seems like overkill. If you are using your iPad for music and only music in the car, and if you have the means and desire to pull this off, then I would strongly suggest you simply get a car stereo with a 1/8" input auxiliary jack. This would allow you to plug the iPhone directly into your car stereo, without any other hassle.
Furthermore, streaming data like this is a good way to unnecessarily rack up data usage charges, as you would be transmitting data 100% of the time. Go with the plug-n-play solution: you stream no data at all.
Seriously think about this. Again, it seems a bit like overkill.

Yes - there are three ways to accomplish this to have the Music app on an iPhone or iPad work without cellular connection and streaming data:
All three of these need you to set up playlists and connect to WiFI and download those playlists / albums / songs so that the songs you want to be offline are cached. All of this data will come through WiFI and not cellular.
Now you can turn off everything (airplane mode) relating to wireless and WiFI and restart the phone. Open music and verify that the songs you downloaded will play in full. Now that you know how to cache - you can add playlists / songs / albums and cache them locally so you don't need to stream.
You don’t need another app d\to do this, but you might love the cesium player which makes it super easy to only see and play cached songs from your local library.
