In Keynote app on my iPad, I see a list of seven of my presentations “On My iPad”. Next to these is a list of “Locations” including iCloud Drive, On My iPad, and Recently Deleted.
When I single-tap on the icons, nothing happens. When I double-tap on the icons, nothing happens. If I press-and-hold I get a context menu offering items such as Copy, Duplicate, Delete, and so on. But no Open.

You can create an iBooks presentation which allows you to do this. Whenever I have multiple presentations in one topic, I combine them into an ibooks, which allows you to embed several keynote presentations onto one "slide" or "page". Plus it looks really good -- you just click (or tap in iPad) and the embeded keynote will display. Hope this helps.
For the future reference of anyone reaching this page VIA Google, I found an answer to the problem here. Basically, at the upper-right corner of the screen there's an "edit" button that allows you to change the order of or remove languages, but this Edit button looks like it has nothing at all to do with this "preferred languages" setting which is the second in the list on this page.

Apparently, a bug.
Crashed out of Keynote. Relaunched Keynote. Now a single-tap opens the presentation.
