I have bought the Hitman app for $4.99. When I checked for the app bundle, it says GET. Does this mean that the bundle is free, or do I still have to pay for it?

You should be able to filter your firewall logs down to requests originating from your computer/your phone's local IP address, and look it it's outgoing requests.
I'm pretty sure all that app download traffic takes place over bog standard HTTPS, 443/tcp.
Ensure all apps have stopped running, open App Store, move over to the Updates category, wait for all traffic (app image requests and the like) to die down, then tap update. The next series of requests should fail, and you should have the reason relevant to your own configuration.
In iTunes, go to the iTunes Store tab, and click on your account in the top right corner, as shown.
After typing your password, you will see this page. Click 'Change Country or Region', and change it. All done!
Note: if you have any iTunes Store credit, you will have to spend all of it before it lets you switch countries.

Since you’ve already paid more for one app than the total cost of the bundle, you get the rest of the bundle for free. This is why it says GET without a price.
If you had to pay anything, it would show you a price instead. For instance, in my case I see $3.99 where you see GET.
iTunes albums work the same way. Every time you purchase a track on an album, the cost to complete the album goes down, as reflected on the Purchase button. If the cumulative cost you’ve paid for the tracks on an album exceeds the cost of the album as a whole, the button changes to GET and you can download the remaining tracks “for free.”
