I'm not following why everyone else is saying this can't be done. I have people facetime me all the time on my phone, by using my AppleID email address. I also contact others this same way, and it works just fine. In fact it has the added bonus of ringing ALL iDevices linked to that address. So when someone facetimes my AppleID, it rings on my iPhone, Mac, and iPad all at the same time, allowing me to answer it wherever I am at that moment.
I didn't do anything special to set this up... just went into FaceTime under Settings, and added the email address(es) I wanted people to be able to reach me on. Works fine.
Maybe this is specifically a problem on the iPhone 4 as opposed to the 4s which is what I have?

So yeah, FaceTime stores missed call information on Apple’s servers. It will show up in FaceTime.app, but you need to open FaceTime.app for it to show.

Not really.
On OS X, I wasn't able to find any possibility of doing this. I'm eager to be proven wrong on that point, of course.
On iOS, you can kinda do it - by abusing Do Not Disturb. Following these steps will, of course, make it so that your device won't show you notifications. At all.
Really want to do this? Ok, let's get started:
Find your Do Not Disturb preferences.
Manually turn on Do Not Disturb
Turn off Scheduling:
Optionally, disable the two-calls-in-three-minutes feature. I wouldn't though - it's kinda important for emergencies.
Now, your iOS device won't accept FaceTime calls from anyone not in your contacts - at the price of not being able to receive notifications, either.
