It shouldn't display a blank screen. It should either display "Loading..." or "All apps are up to date." or a list of apps that have an update available.
I've only seen this happen when I had a good internet connection when I opened the app store and started "Loading..." but lost the connection before it was done loading. I don't recall if it happens when switching from wifi to cellular or back during the loading stage, but I suspect it might.
I have hundreds of apps on my 3GS, though, and it can take quite awhile to go from "Loading..." to a list, or to the "up to date" notice.
It can also happen if you experience a temporary internet glitch during loading, such as if you are close to a microwave, using an 802.11b/g network, while the microwave is running.
It shouldn't happen when you know you've got a good internet connection and the connection state doesn't change during loading. I suppose it could happen on a particularly busy network if significant numbers of packets are being dropped.
If it happens consistently, I'd try rebooting, then a system refresh, then taking it to apple in that order.
The app store is one thing that doesn't seem particularly robust in the face of network disruptions, so that's what I'd suspect first. If you're experiencing frequent network disruptions in other apps as well, you might have an iOS or hardware problem, and it might be worth a visit the apple store anyway.
I suppose I should begin with the caveats that
- I do not live in Europe so I do not know how things might work there.
- I do not own or manage a business. So also clueless there.
- I have not personally ever bought anything other than free apps from the Apple App Store.
So, what I am saying is that I can not answer your question. But I also suffer from Y-chromosome induced Male Answer Syndrome, so I'll try to answer anyway.
Let's start with the assumption that Apple wants to sell you these apps. You just have to track down someone to help you either at Apple or at the company which sells this Afaria app you mentioned.
You do not mention which country in Europe you are in. But I assume there is an Apple web site either for that country or for your native language. I suggest you go to that web site and search there for information on a volume licensing program.
For example, I tried looking at http://www.apple.com/uk/ and searched for volume license.
That search turned up this link: http://www.apple.com/uk/mac/volume-licensing/
Now the page that link took me too appears to apply to volume licensing only for the OS X Lion operating system. Still, the people involved would at least know something about Apple's Volume License process. So, if you were in the UK I would suggest you contact them and start a conversation.
Even if they can't help you they could still probably point you towards other Apple people who might be able to help you.
I suggest you try something like that with the Apple web site which targets your region in Europe.
I realize this would be a tedious and frustrating process. And I hope someone else provides a better answer to your question here. But unless they do, I think your best chance of solving your problem is to start working you way through people at Apple who would want to sell you something help you.

I have this same problem on an iPad. If I uninstall the app I'm able to install the new version - but like you there are 10 apps I have this same problem with.
My suspicion is that these apps were installed when the iPad was setup to use Apple Account "A". A number of weeks ago I switched the Apple Account of the device to be account "B". So I think the problem is that the app store is preventing an app, installed by "A", being upgraded (for free) by "B".
Is anyone able to confirm this hypothesis?
UPDATE: Yes, this was my problem. I used the old account within the App Store and I was able to update those 10 apps.
