Is it possible to disable notifications for Screen Time while leaving notifications in general enabled?
There's no toggle to disable notifications under it's settings (at least on iOS 12.1.2) and Screen Time doesn't appear under the apps section as a separate app either.
The use case is that I only enable important notifications and I don't want to get this notification on Sunday mornings, for example.
(Since the accepted answer for this question is outdated and the actual answer is buried as a comment, I’m providing a better answer for all future people with this question, in hopes that it will become more visible.)
The default behavior for the Do Not Disturb feature is stopping notifications while the screen is locked, so that your iPad/iPhone won’t keep buzzing in your pocket/backpack/desk while you’re trying to concentrate on something else.
That’s good, but not what we want. We want to stop notifications while we’re using the device.
Well, at least since iOS 12 there’s an additional setting within Settings > Do Not Disturb that you can turn on, here:
All you need to do is change the “Silence” option to “Always” in this screen. It will keep any and all notifications away from your screen as you write, read, present content to others, play a game, etc.
There is an "include" and a "do not include" section in Notification Center.
Tap "edit" at top right corner of the Notification Center. This allows you to drag apps around in the Notification Center.
Hold the app you want to stop push notifications from, by the lines on the right hand side to its name, and drag it into "do not include" section. It will automatically close all banner settings for the app, and voila! You are good to go.

On my iOS version (12.1.4) there is an option to disable Screen Time notifications in the standard Notification Settings.
Make sure:
You're on the latest iOS version, to update go to Settings -> Software Update.
Screen time is turned on
You're accessing the notifications in the right place (Settings -> Notifications)
