IOS – Difference between “allow notifications” toggle and dragging to “do not include”

In iOS 8, the Settings > Notification Center has changed with the addition of an Allow Notifications toggle for each app.

If you toggle this to "off", the app will automatically go down into the DO NOT INCLUDE area.

However, if you leave the toggle "on", you can also manually drag the app down into the DO NOT INCLUDE area.

In the latter case, there is still text under the app indicating what types of notifications it has ("banners, sounds, badges" etc).

So what is the difference between these two situations?

Putting an app Do Not Include will not include notifications from that app in the Notification Center. If you do not disable the other notifications then you will still receive the notifications on the lock screen and if you are using the device, but the notifications won't remain in Notification Center. Conversely, if you disable the notifications then the app is automatically moved to Do Not Include as the app will never appear in the Notification Center if there are no notifications.

You can selectively disable notifications about specific software updates you don't care about (like useless App updates) by control-clicking the update inside the App Store to reveal a hidden "Hide Update" option.

This is best for those who want to keep Notification Center active for all its other uses (calendar alarms, etc.) and who also want to be notified about critical software updates. It should permanently mute notifications about certain software updates (until that software comes out with a new update).

This thread on the Apple forums is the key:

Open the Library folder in your Home folder.
In the Library folder, open the Application Support folder.
Locate the folder named NotificationCenter. Drag this folder to the desktop.
Next, open the Terminal application and enter the following

cd `getconf DARWIN_USER_DIR`
rm -rf com.apple.notificationcenter 
killall usernoted; killall NotificationCenter

Restart your computer.

The issue is clearly to do with the NotificationCenter database. There are 3 files:

db
db-shm
db.wal

In my case db.wal was a 0 byte file compared with 1.9MB on a correctly working Yosemite install. Permissions were correctly set, but looks as if Yosemite wasn't writing to it. Only deleting db.wal didn't fix the problem - another 0 byte file was created on restart. Deleting everything works though!
