Is there a way to set the default photo aspect ratio to 3:2 (from 4:3) in the default camera app in iOs? I know it can be done using different photo apps, and I know that photos can be cropped to a variety of aspect ratios after they’ve been taken. But I’m looking for a way to set it before taking photos, using the default camera app.

Since Photo Stream backs your Camera Roll, any app that uses its own storage space rather than the Roll should do - and I doubt many have been (or can be) updated to backup their own storage to Photo Stream at this early stage.
I'm a fan of Camera+, myself. It saves photos to its own storage, and lets you push them to the Camera Roll (and, therefore, Photo Stream) if and when you want to.
A photo stored in the Camera Roll is permanently stored on your device (until you delete it). Only 1,000 photos are saved in the Photo Stream on an iOS device, so if enough photos are uploaded to your Photo Stream the old ones will be purged. (But a Mac or PC will save all of the photos in your Photo Stream by default.)
According to Apple, the downscaling does only apply on iOS devices — if you have Photo Stream set up on your computer, those photos will be full-resolution.

Unfortunately, with iOS where it is right now, this is not possible. We have watched progressive improvements over time with the default camera app but there are still quite a number of limitations regarding "defaults" in the camera app.
