Right now (on iOS 12 beta version 1) if you try to download an app or app update larger than 150MB it requires a wifi connection. Problem is, I just moved into a new place with wifi not as speedy as my old place and my LTE provides much quicker downloads.
Any way to override this requirement?
I believe you mixed the two.
iOS supports delta update, but only for the OS itself. iOS 5.0.1 was a ~40MB update.
Mac OS X supports delta update for the Mac App Store apps.
The size is normally the size of the full application. What I do is I open the application info screen and look at the file size. Remember, App Store updates are full versions of the file being downloaded, and the existing one replaced.
There is unfortunately no way to do this quickly, you have to check each application individually from the update screen by tapping on its icon.
As pointed out by @cksum, when finding the app on the iPhone, scroll to the bottom and it will show the size.

The best wayto do that is to tether to another mobile device so that your iPhone on the beta sees a WiFi connection. I know this is a workaround and not a solution, but I’ve not heard of any way to trick / hack / override this.
