Although my settings are Pacific Time (Cupertino), the time shown on incoming mail messages is one hour too late, using the web interface. The message time on my iPhone is correct. Hunh?

I just ran into the same problem : zipped two 11.5 MB Xojo compiled apps. Sending from me.com or sending to me.com gave the 'message size violation' error.
To bypass this possible 127-file limit, I created an empty disk image with Disk Utility. Mounted it and copied the two apps onto it. Unmounted and zipped it and sent it via me.com : that worked.
There were iCloud Mail issues today and you were probably in the group that was affected.
When issues with any Apple service occur, the first place you should check is Apple's System Status page.
From the screenshot below, you can see they've resolved two issues affecting users with Mail.
You can try again and see if your problem is resolved.

BY web interface I assume you mean being logged into icloud.com. If thats the case check your timezone for icloud.com
Find your name on the right end of the top title bar at iCloud.com then click the V symbol to the right of your name to find "iCloud Settings" and open these settings. There are very few settings here, but one of them is in fact "time zone".
