Yes, you can remove iCloud from your PC if you don't want it there anymore. You won't be able to access any of your iCloud files or photos directly on your PC anymore. If you need any file/photo from iCloud on your PC, you can go to iCloud.com in your browser. From there you can access everything in iCloud just like it was on your computer.
The easiest way to do this is to make an album into which you put all photos that you want to keep, then drag and drop them from Photos into a folder on your hard drive. After the copy has finished, right-click on the photos in the album then choose Delete (not Remove from Album as that won't delete them from the library). This will remove them from iCloud as well.
Keeping them on the iOS devices is trickier as there's no separate area to store them. You could create a shared album in Photos, copying the photos into it before deleting them from the regular album. (Shared albums are not included in your regular Photos library, so they won't be copied back to your iCloud Photo Library.) This would then make them available on the Shared tab of any iOS devices that use the same Apple ID, or any users you invite to the shared album for that matter.

First I would turn off Messages in iCloud.
You can turn off Messages in iCloud just for this Mac or for all devices where you use it.
Choose Messages > Preferences, click Accounts, then select iMessage in the Accounts list.
Deselect “Enable Messages in iCloud.”
Choose one of the following:
Disable All: Turns off Messages in iCloud for all your devices. Messages will no longer be stored in iCloud and will instead be stored on each device.
Disable This Device: Turns off Messages in iCloud for your Mac only.
Once that is done you can delete the messages in iCloud.
