I need to sync my contact list with my husband's phone. We both have our own iCloud accounts.

From iCloud settings turned off contacts, then back on. Then missing contacts appeared on iCloud although I got double contacts on iPhone. So I close iCloud contacts again and remove iPhone contacts, then back on and contacts sync with iCloud properly without doubles..
You can set up multiple iCloud accounts, however, quoting iOS:
Only your main account can use Photo Stream, Documents & Data, and Backup.
If you want to use mail and calendar only, there is no problem. You can even use all of the other services like contacts, reminders or notes.
Follow these steps to add another iCloud account:

Open “Settings” app on your homescreen
Scroll down to “Mail, Contacts, Calendars” and tap on it
You see a list of your accounts, scroll down and tap on “Add Account…”
Choose “iCloud” and enter your data

The easiest way to do this as a one time thing, is to open Contacts.app on a Mac that is set up on your iCloud account. Select all contacts and drag them to the desktop. That will export them all as a .vcard file.
Then move the file to another account on a Mac set up with your husband's iCloud account. Open Contacts.app, and drag the .vcard file into the app.
That will get all of your contacts into his account. But this will be a one time thing, and you may get some duplicates.
