Here is what it looks like if I type an "e" followed by an acute accent combining character, in macOS Pages (and in most good text editing programs).
Here's what happens in iCloud Pages.
I sent something via the "submit feedback" menu item.
Are others seeing this? Is there a fix or workaround? It's too bad. This will force me to Google docs.
I need them for stress marks on Cyrillic characters, so I cannot use the standard Mac dead-key shortcuts.

The only way to share documents with other people via iCloud (at this time) would be to give them your iCloud password—not a great idea, particularly if it's also your iTunes Store ID.
Using the shared folder option of DropBox is sounder practice.
Pages allows for several ways to insert graphics and either float them or anchor with the text.
Press Command ⌘ as you drag and the blinking cursor will indicate the insertion point
This will keep the picture relative to the text where it was inserted.
The settings for objects are found in the Inspector.
Stay on PageThis will anchor the image or object relative to the page regardless of the text added.
Move with TextThis will allow the image to move with the text as more is added. Essentially anchoring the image to a place in the text so that when text is added above the insertion point, the image will move down the page along with the text.

Looks like a bug. I think to add combining marks to Cyrillic characters you will have to use another app.
