- Adjust the volume between these keyframes by dragging.
- Click the clip after the clip that you wish to pause
- Press ⇧← to go back to the end of the clip that you wish
- Press ⌥F to add a freeze-frame
- Delete the third clip
- Set the second clip to Fit or Crop to Fill

Split the audio from the video with Detach Audio (⌥⌘B), then you can retime the video independently.
