mousescrolling
I've gone into system preferences and made scroll as slow as it allows me to, but it's still way too fast.
I'm using a logitech mouse, but logitech's software doesn't seem to work. What I'm wondering is whether there's some way to set the scroll speed to slower than the bottom of the slider, perhaps using terminal or something.

This is a brand new piece of software that just came to be within the past couple weeks. It’s in beta and still buggy, but it packs some nice features and is in active development. I can’t say for sure whether it customizes OS X’s acceleration curve or just supercharges the maximum tracking speed. The real reason to give it a shot, though, is if you have a Magic Mouse or MacBook that supports Multi-Touch gestures. BetterTouchTool lets users assign specific actions to advanced finger gestures and can simulate a middle-click. It can even bring the Mighty Mouse’s Exposé functionality to the Magic Mouse.

USB Overdrive can do that but it's not free.
You could also add a rule like this to KeyRemap4MacBook's private.xml. The behavior when scrolling multiple ticks was a bit weird on the mouse I tested with; it only scrolled a full page about once every 0.5 seconds.

You can also increase the scrolling speed with defaults write -g NSScrollWheelMultiplier -float 200.
