Right click on the song (you can select more than one), select "Get Info", choose the Options tab, and pick English for the voice over language.
If you don't see this in your info panel it means that the VoiceOver Kit is not installed: Follow the instructions on this KB Article to download and install it.
However those instructions do work on the Shuffle and the 5th generation Nano, but I just tried my daugther's 6th generation Nano and the check box is not there. Sorry.
You might need to provide more details (are you getting any error messages? Are you manually managing you iPod's music or automatically?) but here's the best place to look:
Connect your iPod to your computer, fire up iTunes and click your nano's icon on the left of the iTunes window. Look for the podcasts tab and make sure the sync Podcasts and 'automatically sync podcast' tick boxes are selected.

The 5th Gen nano still had a click wheel, so you should just have to click the center button twice, and then turn the click wheel left or right to adjust ratings. And yes, these should sync back to iTunes.
