There is not any reference to custom aspect ratio on iMovie's manual, neither any setting in the project's or crop tool's properties.
If custom aspect ratios would supported from iMovie, I believe that Apple would make them easy to find..
After all, iMovie is a consumer product, and they have excluded such "advanced" features in order to get more customers to the Final Cut Suite.
The only solution to your problem, would be to crop your footage prior importing to iMovie.
You may use free apps such as MPEG Streamclip or VideoMonkey (which is the open-source version of VisualHub).
Although I haven't used any of them for cropping, they do support custom aspect ratios!

⌘-click on all the pictures that you want to adjust the timing of in the timeline.
Go to Window → Show Adjustments Bar or press 3.
Select the info button on the adjustments bar.
Enter the duration into the box on the right and press Enter.
This will change the duration of all the selected clips (or in this case, pictures).

Yes, you can do this. I'd recommend using the storyboard shot list to get as much of the trailer done as you want following the recommended settings/lengths.
Then, when you are ready to take more control, use the File->Convert to Project menu option. This will transition the Project settings to the normal iMovie project version and you can change clip durations using the "Clip Adjustments" popup. You can also drag more event footage into the project/change or add transitions, etc. just as you would a normal project.
