Apple says you shouldn't:
"You shouldn't share your Apple ID account information with other people. Each person should have their own Apple ID."
Note that they don't say you can't… and they do very little to stop you. Apple's DRM is fairly "light" and meant to keep honest people honest. Purchases aren't tied to a single device (I think you can install on up to 10) and can be re-downloaded at any time.
If developers find more and more people sharing their AppleIDs, they may push for more restrictive DRM in the future. Each actual lost sale takes money out of a developer's pocket: a developer who may have kids of his/her own to support.
If you're asking about the risk of Apple finding out, that seems fairly unlikely. What would they do if they found out? No one knows for sure, but they could terminate your account meaning that you'd have to re-purchase all the apps and music that you had purchased.
Others might say that you aren't doing anything except sharing and while sharing with 1,000 people might be wrong, sharing with 1 is probably statistically insignificant. They would say that your cousin doesn't necessarily reflect a lost sale for each of those apps, because they might not have purchased the same apps.
I have friends who are iOS developers. I do my best to support the apps that I use frequently. My wife and mom share my Apple ID for purchases. I use 80% of the apps that I buy (20% are apps that I buy and then never use, because Apple doesn't have demos). They probably use less than 1% (I'm not sure my mother uses anything except WordsWithFriends, email, and Safari). When I decided to set my Mom up with a Simplenote premium account, I paid for a separate one rather than let her use mine. My wife and I have separate MotionX subscriptions. And when my mom's best friend bought an iPad, I set her up with her own account. In my mind, this frees me up to buy more apps to try more apps. Some will see that as nothing more than an attempt to justify my own behavior.
So those are the "risks," such as they are. There are few concrete ones.
At the end of the day, the answer is "you're not supposed to, but you can" and it's up to you to decide what to do with that.
p.s. - the most likely "risk" isn't what Apple would do if they found out, it's the fact that you will almost certainly have to share your Apple ID password with your cousin. That password is needed for installing free apps and updates, but it can also be used for app purchases and in-app purchases which can run into the thousands.
That same password can be used for purchasing TV shows, movies, etc.
You'd be responsible for those charges. Unless you see your cousin often enough to do these updates yourself, that's the biggest (practical) risk you face.
You can switch your store location to US or create a new US iTunes account without providing a credit card number but you have to provide a valid US address. Since the address isn't used for anything you can just use any address. Many people have used the address of the White House, for example. I used my old address from when I lived in the US. I'm not sure if it makes a difference, but some people recommend using an address in a state that has no sales tax (such as Oregon).
However, as you don't have a valid US credit card, the only way to fund your account for buying apps, music, books etc is using iTunes Gift Cards for the US Store, which you'll have to buy on eBay, for slightly more than their face value.
I did this for a while (created a separate, gift card funded, US iTunes account) so that I could buy/rent movies and TV Shows on my AppleTV as neither of these were available in the Portuguese iTunes store (where I live). I found that the hassle of having to load up my iTunes account with gift cards bought on eBay just wasn't worth it in the end. The other problem was having to constantly switch between my Portuguese and US iTunes accounts both on iTunes and on AppleTV.
As a result I haven't used my US account for quite a while now. The Portuguese store now has movies, but still no TV Shows or iTunes Match which I'd really like to have but I've decided just to wait.
Also, the automatic downloads feature of iTunes (for apps etc) is limited to one iTunes account per 90 days.
As to whether you could change back, when iTunes Match becomes available in Sweden? I don't see any reason why not. However, you almost certainly would have to re-'match' or upload your music again.

Your old Apple ID has presumably been disabled from purchasing apps since you initiated chargebacks with your bank for purchases. This in turn disables receiving updates as well.
You will need to create a new Apple ID. Then sign into the App Store on your device by tapping on App Store > Featured tab (if not already selected) > scroll to bottom > tap on Apple ID: your-old-id@email.com and select Sign Out. Go back to the same place to sign in with your new account. The first time you login you will need to add a payment method, even if you will only be getting free apps. I'd suggest not trying to add the payment method from the bank where you initiated the chargebacks, as that will probably simply serve to get the new account banned too.
The apps purchased with your old ID cannot be updated by your new ID, so you will need to delete them from your device, then re-purchase them (or in the case of free apps) re-download them. Either way, the app copies on your device right now will never be able to be updated, because they are permanently associated with your old ID.
Note that by deleting the existing copies of the apps, you will probably lose app data. However, if you delete one and immediately re-purchase/re-download the same app with your new ID, the data may carry over - no promises, but I've seen it work before. Do not restart your device between deleting and re-downloading, as doing so will definitely cause the data to be lost. If this works for you, remove and re-download one app at a time so there are no problems with iOS removing the data before the app can be re-installed.
