I would like to create a table that looks like this:
Is that even possible in Pages?

There is no simple way to do what you want. You could make each cell a new 1x1 table and space then apart. But this takes a while and is difficult to work with. I was able to make tables that looks like the images below. Not what you wanted but similar I think. The spacing can be increased on these tables.
It appears that while a Layout Break has the option to start a new page or not start a new page,
a Section Break always starts a new page. Thus, the header at the top of the page is always from the same section as the footer at the bottom of the page.
This feature isn't supported by Pages '09. If you want to do this you'll have to switch word processing programs or manually create your Master Table of Contents.
Each table of contents (TOC) you create using a Word Processing
template lists only the content that follows it, up until the next
table of contents. If you want a master table of contents for the
entire document, it must be the only table of contents, and it must be
at the beginning of the document.
