I'm on MacOS Sierra. When I click on a link to XML file, Safari downloads it. Instead I want to view the XML right in the browser. Is there a way to accomplish this?

Alternatively, you could always open Terminal.app and just use curl to view the raw RSS/XML contents:
curl "http://example.org/some-feed.rss"
Something that I have found quite useful is getting info for one type of file and then setting it so that all files of that kind open in a specific application.
• Right click (or
control + click) on any PDF file and chooseGet Infofrom the pop-up menu.
• In the window that pops up, choose which application to open that file with. (choose Preview if you want to open PDF files in Preview).
• ClickChange All…to automatically open all PDF files in the selected application.

Safari does open XML files, unless the server specifically tells Safari to download the file.
It's currently not possible to override the server's instruction to download instead of view.
