When I purchase something using Safari and the Apple Pay option, I either get to pay with my iPhone or Apple Watch.

It seams that they definitely should not have the last 4 digits of your card, but they do mention showing the last 4 digits of your device account number.
You have to double-press the side button on the Apple Watch to activate NFC/ApplePay.
This is due to energy saving.
