I want to turn Continuity Camera on and off with a shortcut. (It uses too much battery, so it's best left off except when I want to use it.) I can find no mention of such control anywhere.
How can Continuity Camera in iOS 16 be controlled with Shortcuts?
If you are using iOS 6 (which I am, I can't get iOS 7 on an iPod 4) and the power is on, no matter what you're doing, the easiest way I found was to press the sleep button to put it on standby, press it again to turn it on, find the little camera icon that's next to the "slide to unlock" bar, drag it up to open the camera, and capture your moment.
Of course, this answer is very conditional: it only works if you have iOS 6, the device is either on or on standby, and you do not have a passcode (if you have a passcode, it makes you type it in before you can use the camera). But it works for me all the time, and I think this would work pretty well for others, too.
No - there is no easy way to just tell iCloud to omit part of the camera roll. I suppose a jailbreak could theoretically work in this functionality but I'm not up on what is possible in that realm.
Two workarounds seem practical today:
I've seen the second option work for people once they were acquainted with how the archival process works on a computer pulling from Photo Stream. Since iCloud backup is usually a half day behind in backing up, the stream is generally faster at getting a still photo off your device than the backup mechanism.
If you are OK with a computer regularly importing the photos from the stream before the 1000 image / 30 day limit starts deleting them from the stream, you could turn off the Camera Roll from your iPhone's backup options:
Selecting Turn Off & Delete will reclaim your space in a minute or so. Just be sure your current camera roll has been totally imported before selecting the red delete option.
Since videos do not go to the photo stream, you will need to transfer them off your device to make a backup copy of them going forward when needed.

Unfortunately, you can’t.
Apple details the methods of how to pause, mute, or disconnect your iPhone from continuity, and only one refers to doing this via your Mac:
All other methods are via the iPhone itself. This explains the lack of shortcuts as there are none that allow you to control apps in the manner nor quit an application.
As for the battery, you can disconnect the device using the methods described by Apple or simply plug in via your USB cable. If connected, it will be continually charging as it’s connected.
