I do not want "Fall Detection" to dial 911 if I were walking, fall, and all I need to do is rest. I've been running on trails, stumbled and fell to the ground. I sat there and resting. I talked with people. But, I was not able to convince them not to call for help. Even though I lost an eyebrow and broke a hand, I talked to EMTs telling them to leave me alone, but they sort of forced me in the ambulance (I guess for financial reasons). If you've ever watched MMA, eyebrow cuts are fountains of blood. Unbelievable. I was too weak / exhausted to physically resist them that far from a parking lot. EMTs are so expensive. Making it home and dealing with injuries on your own terms, on the following days, can save 80% of the cost of using EMTs. fact.

You only need to meet the minimum iPhone and iOS requirements.*
GPS + Cellular: iPhone 6 or later running iOS 12 or newer

Obviously, either model will support fall detection. However, for fall detection to work with the GPS only model, you will need to have your iPhone with you whereas the cellular model, you don't.

Pay particular attention to these caveats:

If I have a talk-only phone plan without texting, for example, would the location still be transmitted as part of the emergency call?
If you have a talk only plan with no texting (do those still exist?), it won't be able to send GPS location data at all. How would it? "Talk Only" means just that - talk - there's no data whatsoever so it couldn't send location data. It's a moot point anyway.
The way fall detection works is that after a fall has been detected and you haven't responded, it makes a voice call to the programmed emergency number and plays an audio message that includes latitude and longitudinal data.

When the call connects, your Apple Watch plays an audio message that informs emergency services that your Apple Watch detected a hard fall and then it shares your current location as latitude and longitude coordinates.
So, to answer your question, yes, the location would be transmitted, as audio as part of the emergency call.

Fall detection on your Apple Watch Series 4 is off by default unless you are age 65 or older. There's no way to get Fall Detection to do what you want, it's not configurable that way. I think your only option is to turn it off.
